The U.S. Army owns the facility located at the Blue Grass Army Depot (BGAD), 431 Battlefield Memorial Highway, Richmond, Kentucky.
A Resource Conservation and Recovery Act (RCRA) permit has been issued by the Kentucky Department for Environmental Protection (KDEP)
for the entire footprint of BGAD facility with an Environmental Protection Agency (EPA) ID No. KY8-213-820-105. Bechtel Parsons Blue
Grass (BPBG) operates the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) as a tenant within the BGAD facility. The Program
Executive Office, Assembled Chemical Weapons Alternatives (PEO ACWA) is also a tenant operating the Chemical Limited Area hazardous waste
management units/igloos within the facility. This public notice includes three permitting actions for permit renewals: one operated by
BGAD for the conventional mission; one for the chemical demilitarization mission operated by BPBG; and one for continued storage of
hazardous and secondary wastes generated during the ACWA igloo closure process. All three permit renewals are being sought under RCRA.
BGAD is the owner for all three permit renewal actions. RCRA regulations require that a permit be renewed every 10 years.
BGAD is submitting a RCRA Permit Renewal Request to KDEP for the renewal of permit sections N, D, and P which will allow for
the continued management of hazardous waste and secondary wastes that will be generated during the depot conventional mission operations.
PEO ACWA is submitting a RCRA Permit Renewal Request to KDEP for the renewal of permit section R which will allow for the continued
storage of hazardous waste and secondary waste generated during the igloo closure process.
BPBG is submitting a RCRA Permit Renewal Request to KDEP for the renewal of permit sections A, E, and S which will allow continued
management of hazardous waste and secondary wastes that will be generated during the Closure phase of the project while decontaminating process
equipment and areas. The process equipment and waste storage tanks will no longer be in use and thus will not be included as part of the renewal
permit. The BGCAPP facility is currently permitted under a RCRA Part B permit by KDEP. In support of the operation of BGCAPP, a RCRA Permit Renewal
Request, to allow continued management of hazardous waste at BGCAPP, is being submitted to KDEP for review and approval.
All permit renewal requests were submitted to KDEP on October 16, 2025 which started the official 60-day public comment period. Copies of the renewal

Persons wishing to comment on the Permit Renewal Requests are invited to submit comments by letter or email during this 60-day public comment period beginning October
16, 2025 and ending December 15, 2025. All written comments must be submitted by close of business on December 15, 2025 to Mr. Brandon May at the KDEP address or e-mail

A public meeting will be held on November 5, 2025, at 5:30 p.m. at the Madison County Public Library, Richmond Branch, Conference Room 205, 507 West Main
Street, Richmond, KY. Representatives from BGAD, PEO ACWA, and BGCAPP will be present to answer questions and discuss the proposed permit renewals. The
public is invited to obtain information and ask questions about BGAD, PEO ACWA, and BGCAPP permit renewals and the permitting process at the meeting.
